Document Description
The Vallecitos Water District proposes to inspect an approx. 3.2-mile portion of their Land Outfall West pipeline, from El Camino Real/Lift Station #1 west to the Encina Water Pollution Control Facility. The purpose is to evaluate inspection data and recommend and prioritize pipeline renewal projects and O&M activities. Recommendations are to be integrated into VWD asset management program to benefit all customers.

Reasons for Exemption
The project consists of the inspection of an existing pipeline using existing manholes for access. This work falls within the parameters of a Class 6 Categorical Exemption for the collection of information and a Class 9 Categorical Exemption for inspections. Existing paved and unpaved roads will be used for access to the manholes and no surface or subsurface disturbance of soil will occur. The duration of the inspections at each manhole will be limited to 1-2 hours and anticipated noise levels will be 60 dB(A) or less. Proper traffic control measures will be provided for all in-street manholes in accordance with City of Carlsbad requirements.
