Document Description
The Sacramento Electric School Bus – Vehicle-Grid-Integration Project (ESB-VGI Project) will demonstrate the potential for accelerated commercial deployment of advanced utility and grid-integrated smart charging management in the context of a large and diverse school fleet. For the BESTFIT program, our primary area of focus will be Minimizing Operating, Purchase, and Installation Cost. The team’s secondary area of focus will be Demonstrating Advancements in Charging Interface, with an emphasis on standardized interfaces and streamlined integration of fleet vehicles with grid service opportunities, including Demand Response and load management programs. Our primary vehicle focus will be school buses, while our secondary focus will be all vehicle types present in the school fleet context, as in the case of our site host, Twin Rivers Unified School District (TRUSD). By successfully demonstrating robust operating and capital cost-saving benefits, the project will help to substantially accelerate deployment of the advanced Smart Charging Management (SCM) system developed by Electriphi (the lead applicant) – and related utility grid service program innovations developed by SMUD.

Reasons for Exemption
The project is categorically exempt from the provisions of CEQA pursuant to Class 1, 3, and 4 Categorical Exemptions of the State CEQA Guidelines: Operation and minor alteration of existing facilities and vehicle operations are categorically exempt from the provisions of CEQA under the Class 1 categorical exemption for the operation, repair, maintenance, and/or minor alteration of existing structures, facilities, and/or mechanical equipment involving negligible expansion of existing use (14 CCR § 15301). New Construction and Conversion of Small Structures and Equipment for the EV chargers, electrical infrastructure, and associated equipment and infrastructure is exempt from CEQA under the Class 3 Categorical Exemption (14 CCR §15303). Lastly, the Class 4 Exemption for minor alteration of land covers the installation of charging equipment and minor construction on previously developed and disturbed lands (14 CCR §15304). No grading is expected and associated minor trenching and minor boring entails short alignments in already paved area or yard lawn turf. The installation of the battery chargers and the installation of associated infrastructure and equipment will be located in urbanized areas and the total poured pad sizes will be far less than 10,000 square feet (14 CCR §15303(c)). Furthermore, the project is expected to have beneficial impacts for air quality, noise reduction, GHG emissions, traffic congestion relief, and other community benefits.
