Document Description
The Project, the Sidewalk and Transit Amenities Program (STAP) would install and upgrade transit shelters and associated amenities to provide shelter, shade, safety, and comfort to the City's transit riders, active transportation users, and pedestrians throughout the City. Approximately 3,583 transit shelters/shade structures and sidewalk amenities would be provided under STAP. Construction of the transit shelters under STAP would occur over a 3-year time span, from 2023-2025 under the most aggressive installation schedule but may occur over a longer period of time upwards of 6 years (2023 to 2028). The Project includes the approval of a contract between the City and a commercial partner (Tranzito-Vector, LLC) to provide operations and maintenance of the transit shelters for 10 years with 2 potential 5-year extensions. In addition, the Project includes changes to Los Angeles Municipal Code (LAMC) Sections 67.01 and 67.02, which would modify the type of advertising structures allowed in the public right-of-way, in order to effectuate portions of the STAP and potentially authorize the consideration of other projects in the future (estimated at approximately 500 foreseeable sidewalk locations). On September 20, 2022, the Los Angeles City Council approved the CEQA determinations described below and the Project (with the exception of the changes to LAMC Sections 67.01 and 67.02, which required a second reading), and a Notice of Determination for those prior approvals was filed. This Notice of Determination is only for the final approval of the ordinance changes to LAMC Sections 67.01 and 67.02.
