Document Description
LADWP seeks to provide a reliable source of water to its customers, and is in the midst of a program to replace aging and leaking infrastructure, including the Vepser and Tobias Mainline Replacement Project (proposed Project).The proposed Project consists of replacing approximately 6,113 feet of 6-inch and 1,406 feet of 8-inch mainline water distribution pipe on Tobias Avenue, Vesper Avenue, Vista Del Monte Avenue, Tiara Street, Martha Street, and Hatteras Street. Construction would also include installation of new laterals for fire hydrants. Trenches will be 2 feet wide and 5 feet deep and will be back filled with slurry to base of asphalt concrete paving. Construction is anticipated to begin in October 2021.

Reasons for Exemption
In accordance with the California Environmental Quality Act, this project is Categorically Exempt from CEQA review pursuant to Section 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). Section 15301, Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. Section 15302, Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including the replacement or reconstruction of existing utility systems/facilities involving negligible or no expansion of capacity. The proposed project meets the requirements of these exemptions; therefore, no further CEQA review is required.
