Reasons for Exemption
The project is exempt under section 15269(c) because it involves specific actions necessary to prevent or mitigate an emergency. Governor Gavin Newsome signed a
Proclamation of a State of Emergency on May 10th, 2021, suspending the California Environmental Quality Act in Public Resources Code, Division 13 (commencing with Section 21000) and regulations adopted pursuant to that Division for activities to address the impacts of the drought in Lake County. The project will ensure potable water is available to the City of Lucerne during a severe drought.
