This California Environmental Quality Act (CEQA) Notice of Exemption (NOE) is pertaining to the Geotechnical Investigations (Investigation) as part of the Ballona Creek Trash Capture Project (Project). Los Angeles County Public Works (Public Works) has proposed to construct and install a trash diversion and capture system (proposed Project) within Ballona Creek, in the City of Los Angeles, Los Angeles County, California. However, prior to the construction and installation of the proposed Project, Investigation is required in order to characterize the underlying soil and groundwater conditions to provide design and construction recommendations as well as to support environmental permits for the Project. The Investigation would consist of Cone Penetration Tests (CPTs), hollow stem auger (HSA) borings, mud rotary (MR) borings, installation of temporary groundwater monitoring and pumping wells, and pump test for dewatering recommendations. The Investigation would be conducted at the terminus of Alla Road, north of its intersection with West Jefferson Boulevard and east of Lincoln Boulevard. Specifically, the Investigation would take place within Ballona Creek. Additionally, groundwater and monitoring wells would be installed along the existing Ballona Creek Bicycle Path on the north levee, within Ballona Creek, and along the access road at the south levee. The Investigation would not result in significant impacts to the Project site.
