Document Description
Repair and/or reconstruct the existing Pioneer Express Trail from the Orangevale Bluffs to the Negro Bar Day Use Area within Folsom Lake State Recreation Area to provide additional recreational resources for park visitors. All activities will comply with DPR Trail Standards. Work will use hand crews, heavy machinery, and vehicles to:
•Brush the trail corridor and remove a small California buckeye and two limbs from an interior live oak to allow access for necessary machinery;
•Reconstruct approximately 1020 feet of the existing trail, primarily within the existing trail footprint;
•Construct a new re-routed trail segment, approximately 120 feet in length;
•Obliterate and restore approximately 380 – 580 feet of user-created trails and decommissioned sections of trail;
•Import approximately 10 cubic yards of aggregate road base and 20 cubic yards of rock to fill deeply rutted sections of the trail to restore topography; and
•Install 330 feet of 6-foot vinyl-coated chain-link fencing along the park boundary at Greenback Lane to prevent park visitors from re-creating the obliterated trail.

Project consists of the operation, repair and maintenance of existing public facilities involving negligible or no expansion of use beyond current levels; replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, construction and location of limited numbers of new, small facilities or structures; and minor public or private alterations in the condition of the land, water and/or vegetation which do not involve removal of healthy, mature, scenic trees, and is included as “trail or road repairs”, “Construction or installation of park facilities such as…fencing…”, “Trail construction or realignment” and “Trail removal” in the Department of Parks and Recreation’s list of exempt activities in accordance with CCR § 15300.4.
