Document Description
The project is to secure an existing concrete block that is used as the foundation to support a sewer pipe that crosses a segment of Linda Creek above the ground surface. Erosion along the side of the bank has caused debris and other material to put pressure against the foundation and it has caused the pipe to be pushed to the side. The concrete foundation block is located in the creek channel and it covers approximately a one (1) square foot area (12" x12"). The existing foundation structure and pipe have been in place since 1978. Further pressure against the foundation support block or the pipe may cause the pipe to fail and result in a sewage spill. The project involves securing the existing concrete block to the exposed granite bedrock surface directly beneath the concrete block. The concrete block is proposed to be secured to the underlying rock using a metal connector. The metal connector will consist of painted steel or stainless steel bracket secured using stainless steel anchor bolts and hardware. By securing the concrete block to the bedrock there will be reduced risk of future events causing the pipe support to be displaced and resulting in a sewage spill into the creek. The bolting and/or strapping of the concrete block is considered routine maintenance to ensure the longterm integrity of the overlying pipe. The project will not involve any placement or removal of any fill material within the creek bed, and it will have a negligible effect on the existing conditions at the site. The work is expected to be performed during the summer of 2021, when the water level in the creek is low and not flowing in the area of the concrete block. Due to the area not being wet when the work is performed, it would not divert, obstruct, or substantially change the natural flow or the existing materials within the creek bed.

Reasons for Exemption
Pursuant to Section 15301 (Existing Facilities) and Section 15269 (Emergency Projects) of the CEQA Guidelines, this project is exempt from further CEQA review. Section 15301(b) includes repair, maintenance, and minor alterations of existing public or private facilities involving negligible or no expansion of use. Section 15301(f) is for the addition of safety or health protection devices, in conjunction with existing structures. Due to the project involving a minor repair to existing infrastructure for a utility system, with no expansion of use, and because it is to install additional safety devices, the project is categorically exempt pursuant to these sections. Furthermore, the project is also statutorily exempt as an emergency project pursuant to Section 15269(b), which is for emergency repairs to public facilities to maintain service, and Section 15269(c), which is for specific actions to prevent or mitigate an emergency. This project is being performed as emergency maintenance to secure the concrete foundation prior to a storm event that could potentially cause the pipe to break and sewage to spill into the creek. The project is to prevent a potential emergency and allow ongoing service to the area. Therefore, based on the project description and pursuant to these sections, the project is statutorily and categorically exempt.
