Document Description
Notice of Exemption pursuant to CEQA Guidelines Section 15304, Class 4 (Minor Alterations of Land). Critical maintenance is required at Chatsworth Reservoir Debris Basin for the purpose of preserving the line, grade, flow capacity/volume of stormwater, and to control invasive/non-native plants (see attached Site Location Map). The scope of work will be to mitigate for previous deposits of erosion and sediment movement into the Debris Basin and associated stormwater conveyance channels. In addition, the scope of work will include mechanical control/mitigation of invasive/non-native plant species which include, and are limited to, Tamarisk shrubs and mustard plants. All work will be conducted by LADWP, Water Operations, Property Management - Reservoir Maintenance crews.
Maintenance work will be accomplished using light duty construction equipment and hand tools. Light duty construction equipment includes and is limited to: Bobcat (skid steers) and pickup trucks. Hand tools include and are limited to: chain saws, weed whackers/trimmers, and brushing equipment. Aquatic pesticides may also be used. An approximately 1-acre staging/laydown area for the maintenance work is proposed at the southeastern edge of the Debris Basin. The approximately 1-acre staging/laydown area is an already pre-disturbed maintained area within Chatsworth Reservoir. All removed vegetation, debris, and sediment (if any) will be collected and removed off site for proper disposal. Initial maintenance will take approximately 30 days to complete. Future routine maintenance will take place on an as-needed basis.

Section 15304, Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The proposed maintenance work at the Chatsworth Reservoir Debris Basin meets the requirements of the exemption; therefore, no further CEQA review is required.
