The proposed Draft Foothill Trail Master Plan (“proposed project” or “Draft Master Plan”) describes the vision and establishes the important characteristics for a trail to be developed along the Foothill/Mission Boulevard corridor in unincorporated Alameda County and the City of Hayward. The approximately 8-mile trail corridor would provide a route for both travel and recreation, linking open spaces, parks, downtown Hayward, California State University East Bay (CSU East Bay) and the emerging higher-density development along Mission Boulevard. The Draft Master Plan was presented in a study session to the HARD Board of Directors, which recommended completing the Draft Master Plan with environmental review. The Draft Master Plan is a comprehensive, long-term planning document that is intended to guide the future development of the trail. Specific trail segments would be constructed.
