The management plans are exempt per 14 CCR 15301(i) because they relate to operation, repair, maintenance, permitting, etc. of existing facilities including maintenance of fish screens, fish ladders, wildlife habitat areas, etc. They are also exempt per 14 CCR 15304(d) because they relate to minor public or private alterations of land or water including alterations on existing officially designated wildlife management areas which result in improvement to fish and wildlife habitats. They are also exempt per 14 CCR 15308 because they constitute actions taken by regulatory agencies, as authorized by state or local ordinance, to assure maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protecting the environment.
