Document Description
Golden State Water Company (GSWC) proposes to destroy existing Well 3 and construct Baseline Well 6 at the Project location. The Project construction and staging will be located within existing, developed, and gated facilities. The total construction footprint of Baseline Well 6 will be approximately 200 square feet and contain the well and pump inside a small building on wheels, a pipeline to connect it to the existing system, and another small building. Depending on water quality from the new well, a small chlorination treatment system building, or electrical building may also be built adjacent to the well. If the water only requires chlorination, the chlorination system will be installed, and the well will be connected to the existing distribution system in Baseline Road. If the water needs further treatment for other contaminants, then the well will be connected to an existing transmission main across Baseline Road and conveyed to a nearby treatment plant to be treated before entering the distribution system.

Reasons for Exemption
The Project meets the criteria for Class 1 because Well 3 is an existing facility, and it meets the criteria for Class 3 because Baseline Well 6 and components are small new facilities which will be constructed in an area that has not been previously used for water extraction and treatment. The Project involves no expansion of use beyond that existing at the time of the lead agency’s determination.
