Document Description
The Advanced Metering Infrastructure (AMI) System Implementation project is the second phase of putting into operation the AMI System (the AMI Meter Procurement and Meter Exchange Services project being the first phase). It includes the procurement, configuration and integration of a meter data management (MDM) application into the IID SAP enterprise resource program; the procurement and installation of a field network communication system that collects meter data and delivers it to the MDM system; the installation of 187 pole-mounted routers and 8 range extenders throughout the Imperial and Coachella Valleys (IID service territory); pole assessments and pole load studies will be performed to determine on what poles to mount these devices (the installation of new poles and pole-mounted transformers may be required). The project also includes procuring consulting services to develop and implement a public outreach program for customer education on the benefits of time-of-use (TOU) rates. The AMI system will enable two-way communication between the AMI meters and the SAP integrated MDM system. This capability will allow IID to perform remote meter reads for billing and on-demand reads for customer service inquiries, perform remote connects and disconnects, and collect real-time data to implement TOU rates

Reasons for Exemption
The project is exempt under Section 15061(b)(3) that states that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The project is also exempt under Section 15301 for the reason that it entails the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, and under Section 15303 because it involves the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.
