Document Description
Project 1: The Project consists of installation of one covered bus shelter and relocation of an existing bus stop by 100 ft to the west on the north side of State Route 216 (at Post Mile 22.89, approximately 800 feet north west of McAuliff St.) in the City of Visalia. An Encroachment Permit must be received from Cal trans for this Project as it is within SR 216 right-of-way. The general public will benefit as the project would improve existing bus stops for a better approach of the bus and better visibility of waiting passengers in the city near The Visalia Adult School to increase rider comfort and security, as well as making the stops ADA accessible. This request is also due to unmet transit needs reasonable to meet received. Project 2: The Project consists of installation of one covered bus shelter and relocation of an existing bus stop on the west side of State Route 216. (At Post Mile 6.7, approximately 100 feet south of Rd 327) in the unincorporated community of Ivanhoe. An Encroachment Permit must be received from Caltrans for this Project as it is within SR 216 right-of-way. The general public will benefit as the project would improve existing bus stops for a better approach of the bus and better visibility of waiting passengers in the community of Ivanhoe to increase rider comfort and security, as well as making the stops ADA accessible. This request is also due to unmet transit needs reasonable to meet received. Project 3: The Project consists of the relocation of one existing bus stop by approximately 250 ft and the installation of a bus shelter on the northbound side of State Route 63 (at Post Mile 22.20, approximately 100 feet north of 2nd Drive) in the unincorporated community of Cutler. An Encroachment Permit must be received from Caltrans for this Project as it is within SR 63 right-of-way. The general public will benefit as the project would improve existing bus stops in the community near Cutler Elementary to increase rider comfort and security, as well as making the stops ADA accessible.

Reasons for Exemption
This action is consistent with Section 15303 Class 3 New Construction or Conversion of Small Structures (14 Cal. Code Regs., §15303). As noted above, the project is to install covered bus shelters at three separate locations along existing transit routes to service existing transit customers. Each of the three shelter installations includes the relocation of an existing bus shelter to a nearby location that is more suitable for an ADA compliant shelter. The bus shelter locations are located along State Route 216 (at Post Mile 22.89, approximately 800 feet north west of McAuliff St.; and at Post Mile 6.7, approximately 100 feet south of Rd 327, in Visalia and Ivanhoe; respectively) and along State Route 63 (at Post Mile 22.20, approximately 100 feet north of 2nd Drive in Cutler). These bus shelters are small structures and serve existing transit routes and customers. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
