Document Description
The Coachella Valley Water District (CVWD) will rehabilitate a section of existing gravity sewer pipeline, sewer laterals, and four manholes in the City of Indian Wells within Riverside County. The project is located within the public right-of-way along a portion of Fairway Drive and Indian Wells Lane. The existing sewer pipeline was constructed in 1973. Following field survey, engineering staff and engineer-of-record, concluded that four (4) manholes were constructed with varying high points up to two (2) feet creating submerged condition within the pipeline. As a result, the rehabilitation project will:
• Remove and replace approximately 1,350 linear feet of existing sewer pipeline
lateral with new 10-inch polyvinyl chloride (PVC) pipe with new 4-inch laterals
connecting to the sewer main;
• Install four, 48-inch diameter reinforced precast concrete manholes; and
• Restore street surface including replacement of existing pavement along the mainline trench and manholes per the City of Indian Wells encroachment permit requirements.
The project requires trenching approximately 8 feet wide and 14 feet deep. Ground disturbance and construction activities will occur within pre-disturbed soils. Construction will occur for approximately 30 days beginning in August 2021. CVWD will remove and dispose of the existing manholes and sewer pipelines. Surrounding land uses consist of single-family homes, a golf course, and roadways.
The project is located entirely within the public right-of-way. The project is not located within or adjacent to a conservation area associated with the Coachella Valley Multiple Species Habitat Conservation Plan. The project is not subject to the Coachella Valley Conservation Commission’s Local Development Mitigation Fee because the project location is within a developed right-of-way.

Reasons for Exemption
State CEQA Guidelines §15301 (Existing Facilities). This class 1 exemption allows for the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project will improve the existing sewer pipeline facilities and manholes, with no expansion to the existing sanitation system.
State CEQA Guidelines §15032 (Replacement or Reconstruction). This class 2 exemption allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The replacement sewer facilities and manholes will be located along the same site, serving the same purpose, and without a significant change to the existing capacity.
