Document Description
Based on available data, the existing wastewater treatment facility has been unable to consistently meet the Waste Discharge Requirement (WDR) limits. The purpose of the project is to modify the existing facility to achieve compliance by December 31, 2021. The footprint area of the existing equipment occupies approximately 1,480 square feet. The modification project will have a footprint of approximately 2,900 square feet represented by a new 46’ x by 54’ building on a graded pad of 58’ x 50’. An approximately 200’ long, 2-inch diameter pipe will be installed in a shallow trench along the existing service road. Grading for the modifications will require the removal of three Jeffrey or ponderosa pine trees, while native plants surrounding the existing facility will continue to provide visual screening for the new facility. Construction equipment staging would occur within the disturbed footprints of existing Septic Tanks 2 and 3. Periodic helicopter offloading between the hours of sunrise to 10AM will be necessary to transport equipment to the project site, prior to the Tramway being open to the public. Equipment may also be chained to the bottom of tram cars, which would not be used by the public during project construction and be transported from the top of the tram to the site via utility vehicle. Construction best management practices to reduce potential impacts to water quality will be implemented consistent with RWQCB requirements.

If the project is implemented as indicated within the CDPR Project Evaluation Form including measures provided by CDPR staff, then it is exempt under §15301 – Existing Facilities, §15302 – Replacement or Reconstruction, §15303 – New Construction or Conversion of Small Structures, and §15304 – Minor Alterations to Land.
