Document Description
The proposed project consists of amendments to Chapters 18.12 and 18.16 of the Galt Municipal Code. Specifically, the amendments modify the maximum allowable density for the R4a High Density Multiple-Family Residential Zone from 24 dwelling units per acre (du/ac) to 30 du/ac. The minimum allowable density would remain at 14 du/ac. In addition, residential projects of five or more units in the R4a zone that include a minimum 20 percent of units affordable to lower-income households (in accordance with Government Code section 65583.2(c)) shall be a permitted (P) use by right. Projects must comply with the residential design standards in Section 18.16.055 of the Galt Municipal Code. Residential projects of five or more units in the R4A zone not containing a minimum of 20 percent affordable units shall continue to require Planning Commission approved design review, and all residential projects with five or more units in the R3 and R4 zones shall continue to require Planning Commission approved design review. The proposed amendments to Chapter 18.12 and 18.16 of the Galt Municipal Code would implement the adopted 2021-2029 Housing Element Program HE-K. Development is not included as part of the proposed project.

Pursuant to State CEQA Guidelines Section 15061 (b)(3)(Common Sense Exemption), a project is exempt from CEQA if it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. The proposed project consists of amendments to the City of Galt Municipal Code and would not involve development. The lead agency has determined that there is no possibility that the proposed project would have a significant impact upon the environment. Thus, the proposed project is considered exempt from CEQA under Section 15061(b)(3).
