Document Description
LADOT’s Washington Yard Microgrid project is part of LADOT’s strategy to convert its entire fleet of buses to battery electric, zero-emission vehicles. This Project will install a solar and storage microgrid at the Washington Yard that includes five (5) Proterra 1.5 MW Chargers, 104 Proterra charger dispensers, overhead bus charging and solar canopies, 1.54 MW solar PV panels, and 4.5 MWh of Battery Energy Storage.

The project is exempt under Article III, Section 1, Class 1 Category 1, Class 1 Category 32, Class 3 Category 4, and Class 4 Category 12 of the City CEQA Guidelines and Class 1, Section 15301, Class 3, Section 15303 and Class 4, Section 15304 of the State CEQA Guidelines. The installation of charging vehicle infrastructure and microgrid are exempt as ministerial projects under Article II of the City CEQA guidelines since they involve (1) Issuance of building permits, (5) approval and installation of individual utility service connections and disconnections, (6) Permits issued by the Department of Public Works. The project qualifies as an exemption because the installation of battery electric chargers for buses, installation of solar panels and energy microgrid are minor construction with negligible expansion of use [Class 1(1)]; involves the modification of mechanical equipment with a negligible expansion of use [Class 1 (32)]; the new equipment is located in industrial facilities with no expansion of use [Class 3(4)]; and may involve minor trenching and backfilling where the surface is restored [Class 4(12)].

The installation of charging vehicle infrastructure and a microgrid are exempt from the City of Los Angeles CEQA Guidelines under Article II Exemptions for ministerial projects. The project is exempt as a ministerial project under Article II of the City CEQA Guidelines since the project merely involves (1) issuance of building permits, (5) approval and installation of individual utility service connections and disconnections, (6) Class “A” and excavation permits issued by the Department of Public Works that do not involve areas of archaeological consequence as officially designated by federal, State or local government action.
