Zim Industries, Inc. has completed the installation (drilling and construction) of the Willowbrook and Monterey Seawater Intrusion Prevention (SWIP) recharge wells and the rehabilitation of the Twin Lakes Church Well pursuant to the detailed requirements contained in the previously approved contract documents. According, on July 20, 2021, the Soquel Creek Water District’s Board of Directors ministerially accepted the Pure Water Soquel Seawater Intrusion Prevention Well Drilling Project, CWO 20-3000, as complete, and directed staff to file a notice of completion.

The Soquel Creek Water District’s Board of Directors’ action on July 20, 2021 to accept the Pure Water Soquel Seawater Intrusion Prevention Well Drilling Project, CWO 20-3000, as complete pursuant to the detailed requirements of the previously approved contract, and to direct staff to file a notice of completion is a ministerial action not subject to the Board’s discretionary review. In addition, and in the alternative, it does not commit the District to any activity having the “potential for resulting in either a direct physical change in the environment, or a reasonably foreseeably indirect physical change in the environment” per State CEQA Guidelines section 15378. Accordingly, the acceptance of the Pure Water Soquel Seawater Intrusion Prevention Well Drilling Project as complete and directing staff to file a notice of completion is not a project subject to CEQA.
