Document Description
Notice of Exemption for a project consists of replacing and upgrading the turbine controls system of Coachella Gas Turbines Units 1 and 2 with a new non-proprietary technology microprocessor that will run all the control functions currently performed by the existing system with the addition of new features that will enhance the reliability, availability and maintainability of Units 1 and 2. Units 1 and 2, part of IID’s power generation system, are gas turbines complete with control system, switchgear and auxiliary equipment. Since their commissioning in 1973, neither unit has undergone a major controls upgrade. The existing gas turbine control system devices are old, obsolete, difficult to calibrate or repair. The turbines’ reliability does not meet IID’s expectations and the OEM does not support the existing control systems

The project is exempt under Section 15302 (Class 2 exemption) for the reason that it entails the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, this exemption includes but is not limited to the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
