Document Description
The Sierra Nevada Conservancy would provide funding for fuel reduction treatments, brush removal and thinning, and associated low-density oak-pine planting on at least 784 acres of federal land within the Lassen National Forest (managed by the Plumas National Forest, Feather River Ranger District). The treatment areas burned in the 2018 Camp Fire, and future projections indicate that these burned areas will convert to brushland and will likely burn again at a very high severity within the next ten years. To reduce the risk of high severity wildfire, the treatments proposed for the Concow Resilience Project would actively manage the project area to open, oak-dominant woodlands that are drought- and fire-resilient.

Reasons for Exemption
CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on federal lands to reduce the risk of high-severity wildfire that have been reviewed under the NEPA if the primary role of a state or local agency is providing funding or staffing for those projects. The Sierra Nevada Conservancy would provide funding for fuels reduction treatments, brush removal and thinning, and associated low-density pine planting on at least 784 acres of federal land within the Lassen National Forest (managed by the Plumas National Forest, Feather River Ranger District). The proposed activities were reviewed in their entirety under NEPA in the Concow Resilience Project Decision Memorandum signed in September 2020.
