Document Description
The Sierra Nevada Conservancy would provide funding for fuel reduction and thinning treatments on at least 1,300 acres of federal land within the Eldorado National Forest. The treatment area is classified as a Tier 2 High Fire-Threat District, a designation for extreme risk of destructive utility-associated wildfires, due to the presence of dense mixed conifer forest that proliferated after the Pilliken Fire (1973) and Cleveland Fire (1992). These fuel reduction treatments seek to establish and link fuel breaks on ridges, roads, and infrastructure across the Placerville and Pacific Ranger Districts of the Eldorado National Forest.

Reasons for Exemption
CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on federal lands to reduce the risk of high-severity wildfire that have been reviewed under the NEPA if the primary role of a state or local agency is providing funding or staffing for those projects. The Sierra Nevada Conservancy would provide funding for fuels reduction treatments on at least 1,300 acres of federal land within the Eldorado National Forest. The proposed activities were reviewed in their entirety under NEPA in the Twofer Fuels Reduction Environmental Assessment and Finding of No Significant Impact (FONSI). The Decision Notice and FONSI for the project was signed by the U.S. Forest Service on October 23, 2019.
