Document Description
The Sierra Nevada Conservancy (SNC) would provide funding for hazardous fuel reduction and thinning treatments on at least 317 acres of federal land within the Eldorado National Forest. The treatment area is located within the Wildland Urban Interface (WUI) of the community of Grizzly Flats, which is a designated Community at Risk in the Federal Register due to its location within a high fire threat area. Implementation of the fuel reduction and forest thinning treatments would create buffers and shaded fuel breaks at strategic locations throughout the WUI to reduce the risk of high severity wildfire.

Reasons for Exemption
CEQA does not apply to prescribed fire, thinning, or fuel reduction projects undertaken on federal lands to reduce the risk of high-severity wildfire that have been reviewed under the NEPA if the primary role of a state or local agency is providing funding or staffing for those projects. The SNC would provide funding for fuels reduction treatments on at least 317 acres of federal land within the Eldorado National Forest. The proposed activities were reviewed in their entirety under NEPA in the Trestle Forest Health Project Environmental Impact Statement (EIS) and the Record of Decision. The Record of Decision for the Trestle Forest Health Project was signed by the U.S. Forest Service on September 12, 2017.
