Document Description
Adoption of the California Coastal Commission (CCC) suggested modifications to the Belmont Pier Planned Development District (PD-2) Area and associated amendments to the Local Coastal Program (LCP) Long Beach Municipal Code, and applicable maps. The following actions by City Council are required to adopt the proposed CCC modifications: 1) Declare Ordinance approving a Zoning Code Amendment (ZCA21-001) amending the Belmont Pier Planned Development District (PD-2); 2) Declare Ordinance approving a Zone Change (ZCHG21-001) and amending the Use District Map (Zoning Map) from the Belmont Pier Planned Development District (PD-2) Subarea 4 to R-4-R, and from PD-2 Subarea 5 to PD-2 Subarea 4; 3) Adopt Resolution approving a General Plan Amendment (GPA21-002) to the Local Coastal Program Element of the General Plan to implement suggested modifications by the California Coastal Commission; 4) Adopt Resolution adopting amendments to the Local Coastal Program (LCP) of the General Plan by amending the Implementation Plan Land Use Map by amending portions of the Map to make conforming changes, incorporating modifications suggested by the California Coastal Commission; and, 5) Adopt Resolution authorizing the Director of Development Services to submit the Local Coastal Program Amendment (LCPA19-005, LCP5LOB200014-1) and associated materials to the California Coastal Commission for its review and certification.

CEQA does not apply to activities and approvals by the City necessary for the preparation and adoption of an Local Coastal Program amendment. The overall project was analyzed as part of the previously-certified Environmental Impact Report (EIR) (EIR-01-16) (State Clearinghouse No. 2013041063) and Addendum to the EIR-01-16 for the Belmont Pool Revitalization Project. The specific plan has been analyzed in accordance with the certified EIR-01-16 and Addendum and will not result in any new significant impacts.
