Document Description
Adoption of the California Coastal Commission (CCC) suggested modifications to the Southeast Area Specific Plan (SEASP) and associated amendments to the Local Coastal Program (LCP) Long Beach Municipal Code, and applicable maps. The following actions by City Council are required to adopt the proposed CCC modification: 1) amending portions of the Land Use District Maps (specifically Parts, 6, 7, 12, and 13) to reflect SEASP boundaries; 2) amending the Local Coastal Program Implementation Plan Land Use Map to conform with the previously certified Implementation Plan; 3) amending portions of the appealable area within City of Long Beach Post-Certification Coastal Zone Map; 4) amending the LCP, an element of the General plan, to reflect the boundaries and regulations established by SEASP; and 5) amending the text of SEASP to be consistent with the Coastal Act. (District 3)

Reasons for Exemption
CEQA does not apply to activities and approvals by the City necessary for the preparation and adoption of an Local Coastal Program amendment. The overall SEASP project was analyzed as part of the previously-certified Program Environmental Impact Report (PEIR) EIR 02-16 (State Clearinghouse No. 2015101075). The specific plan has been analyzed in accordance with the certified EIR 02-16 and will not result in any new significant impacts.
