Document Description
SMUD is proposing to develop a planning document for possible, future deployment of zero emission medium- and heavy-duty vehicles and related infrastructure equipment. The planning document would also analyze hydrogen refueling infrastructure and blueprint development effort to support the growth of commercial fuel cell vehicle fleets in the region. SMUD applied to the California Energy Commission (CEC) for grant funding under the state’s Clean Transportation Program. The grant award will be used to fund the Sacramento Region Medium- and Heavy-Duty Zero-Emission Vehicle Blueprint project with regional partners.

Reasons for Exemption
Under CEQA Guidelines §15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the Blueprints for Medium- and Heavy-Duty Zero-Emission Vehicle Infrastructure Project is exempt under CEQA Guidelines §15306, Information Collection, which allows for projects involving basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded. The proposed project meets the criteria as the project will not cause direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment because it is for a research and computational analyses, encompassing basic data collection, experimental management, and resource evaluation activities that do not result in major disturbances to an environmental resource. Therefore, the project is considered exempt in accordance with the CEQA Guidelines §15306.
