Document Description
The Maritime Academy Drive Walkway & Bikeway Project (Project) would replace and extend an existing walkway adjacent to Maritime Academy Drive, as well as provide bicycle safety improvements on Maritime Academy Drive. The Project would include: approximately 1,500-linear feet of 6-foot-wide, at-grade pedestrian walkway; approximately 90-feet of curb and gutter at roadway crossings and for new landscape medians; approximately 600-linear feet of retaining wall along the northern portion of the new walkway; streetlights; bench and trash receptacles; emergency call boxes; and bike safety improvements along Maritime Academy Drive, including speed bumps and bike sharrows. No new parking and no change in vehicle access or circulation is proposed; therefore, no change in vehicle trips to the campus is expected due to the Project. The Project would also include new landscape features including street trees, various shrubs and groundcovers, and areas of cobble hardscape. The project would remove a total of twenty-one (21) non-native trees and replace them with thirty-nine (39) street trees as part of the overall landscaping for the Project. The Project also incorporates applicable mitigation measures included in the 2018 Facility Master Plan EIR Mitigation Monitoring and Reporting Program, adopted by the CSU Board of Trustees in July 2018. Construction of the Project would occur from July 2021 to October 2021. Project completion and operation is anticipated in 2022.

Reasons for Exemption
The Project is categorically exempt under Class 1 (Existing Facilities), as the improvements to Maritime Academy Drive would replace and extend an existing walkway as well as provide sharrows and speed bumps to improve safety conditions for bicyclists on the existing Maritime Academy Drive roadway. The Project would not create additional automobile lanes or otherwise expand capacity for vehicles. Additionally, the Project does not meet any of the exceptions to the use of a categorical exemption under CEQA Guidelines §15300.2.
