The proposed project would perform pipeline strength tests, replace transmission pipeline, and install distribution pipeline within an 8-mile stretch between post miles 27.4 and 35.5 on State Route 29 in Napa County. The project is needed to assess and ensure the safety of the pipeline installed in 1930 between the cities of St. Helena and Calistoga, and improve the transmission and distribution system's capacity to meet projected increase in demand for natural gas. This document describes why the project is being proposed, how the existing environment could be affected by the project, the potential impacts of each proposed activity, and the proposed avoidance, minimization, and mitigation measures.
