Document Description
The project consists of the remediation of Operable Unit 1 (OU-1) and Operable Unit 2 (OU-2) at the former Napa-1 manufactured gas plant (MGP) site. OU-1 is owned by Pacific Gas and Electric Company (PG&E) and encompasses virtually all of the former Napa-1 MGP footprint. OU-2 is an off-site area that includes a portion of the Elm Street Townhomes property adjacent to and west of OU-1. The remediation of OU-1 involves targeted removal of impacted soil (estimated at 16,000 cubic yards) from hot spots; installation of a cap (up to 4 feet clean soil, or asphalt/concrete); treatment of deep groundwater using in situ chemical oxidation coupled with in situ soil stabilization (ISCO/ISS); groundwater and soil gas monitoring; and land use covenants (LUCs) limiting land uses, restricting the extraction of groundwater, constraining activities that could compromise the integrity of the cap, and requiring cap-maintenance. Remedial activities for OU-1 are scheduled to be begin in Fall/Winter 2023 and are expected to take approximately twelve to sixteen months. The remediation of OU-2 involves excavation of shallow impacted soil (estimated 1,300 at cubic yards) in selected areas to a depth of up to 4 feet and backfilling with clean soil; and LUCs. Remedial activities for OU-2 are scheduled to be begin in Fall/Winter 2023 and are expected to take approximately four months.
