Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2019-0862-R1, pursuant to Section 1602 of the Fish and Game Code to Bob Barsotti representing Black Oak Ranch Limited Partnership. Encroachment 1 is for seasonal installation and removal of a bridge in the same location where culverts were previously removed. No work shall occur in the wetted portion of the channel. An excavator will construct the abutments from one side of Streeter Creek, and shall not cross or work in the wetted portion of the stream. The temporary bridge shall be removed prior to the end of the seasonal work period. The Stream Protection Plan, Restoration Plan and Restoration Schedule submitted with the notification shall be implemented as proposed.

Reasons for Exemption
The encroachment is for seasonal installation and removal of a bridge in the same location where culverts were previously removed. No work shall occur in the wetted portion of the channel. The replaced stream crossing involves substantially the same purpose and capacity as the structure replaced, and negligible or no expansion of existing or former use. Work consists of minor alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
