The Project is statutorily exempt from CEQA pursuant to California Water Code §10652 because CEQA does not apply to the

actions taken pursuant to such plans. Because this Project comprises of Cambria CSD's urban water management plan and
water shortage contingency plan and involves its implementation, no CEQA review is required.
