Document Description
The Riverside County Regional Park and Open-Space District will be constructing a gravity sanitary sewer pipeline system, sanitary sewer pump station and sanitary sewer force main to collect the Mayflower Park facility wastewater to serve the conversion of an existing, unusable restroom facility to be expanded and retrofitted to ADA compliance and support the existing campground, boat launch and day-use facilities at Mayflower Park. The new Mayflower Park 4-inch wastewater force main will connect to an existing 8- inch wastewater force main at Sixth Avenue. The Project includes the installation of 1,668 lineal feet of 8-inch diameter SDR 35 PVC gravity sanitary sewer pipeline and 10 manholes. The majority of the gravity sanitary sewer pipeline is between 6 to 10 feet below finish grade. Sewer laterals extending from the dump station and restroom and shower facilities will be connected to the 8-inch diameter SDR 35 PVC gravity sanitary sewer pipeline. The existing Mayflower Park septic tank and drain field will be abandoned and decommissioned in accordance with County of Riverside Health Department requirements. These facilities will benefit park users.

Reasons for Exemption
15301, which exempts existing facilities, including the operation, repair, maintenance, or minor alteration of existing structures, facilities, or equipment, including interior and exterior alterations to plumbing and sewerage facilities, with negligible or no expansion of use. The project operates and alters the sanitary sewer system for the Mayflower Park facility wastewater to serve the existing restroom facility to be retrofitted for ADA capacity with negligible or no expansion of use beyond the original design of the facility. 15302, which exempts replacement of existing facilities, including replacement of existing utility systems and/or facilities where it is located at the same site and will have substantially the same purpose and capacity. The project will replace the sanitary sewer system for a Mayflower Park restroom, with negligible or no expansion of capacity. 15303, which exempts new construction or conversion of new, small facilities or structures, including sewage extensions. The project is exempt because it constitutes the conversion of an existing structure that serves campground and day-use facilities which do not involve the use of significant amounts of hazardous substances, and not exceeding 2500 square feet in floor area. This project includes the wastewater and sewage utility extensions to existing City of Blythe infrastructure to serve this conversion. No exceptions to these exemptions apply because the project is not in a particularly sensitive environment, will have no cumulative impacts when combined with successive projects of the same type in the same place over time, has no unusual circumstances, will not damage a state scenic highway, is not located on a hazardous waste site, and will not cause a substantial adverse change in the significance of a historical resource.
