Reasons for Exemption
Cal. Code Regs., tit. 14, sect. 15301 provides that projects which consist of operation, repair, maintenance, leasing, licensing, or minor alteration of existing structure, facilities, mechanical equipment, or topographical features, which involve negligible or no expansion of use beyond that existing at the time of the lead agency's California Environmental Quality Act determination are categorically exempt from the provisions of the California Environmental Quality Act. The project will include the installation of various meters, sensors, and controls for energy optimization of the current facilities' processes.

Reasons for Exemption
Cal. Code Regs., tit. 14, sect. 15306 provides that projects which consist of basic data collection, research, experimental management, and resource evaluation activities, and which do not result in a serious or major disturbance to an environmental resource are categorically exempt from the provisions of the California Environmental Quality Act. This project will be collecting electricity usage data from different existing processes within dairy facilities as inputs for the energy management system that will be installed for improved energy efficiency optimization.
