Document Description
The following changes were made in the issuance of the revised SWFP: • Increased the permitted facility boundary from 20 acres to 50.17 acres to reflect a patent approval for that was issued by the Bureau of Land Management in 2012 for land that was previously leased by Inyo County. • Increased the permitted disposal area to include an existing, pre-1988 unpermitted, inactive landfill disposal area. • Corrected the design capacity to reflect 142,656 cubic yards remaining instead of 8,740 cubic yards • Updated the Report of Disposal Site Information • Updated the estimated closure year from 2052 to 2075

Reasons for Exemption
This Categorical Exemption allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing private facilities involving negligible or no expansion of use beyond that existing at the time of the lead agency’s initial approval of the project. Department staff conducted a preliminary review to determine whether a Categorical Exemption is adequate for the Department’s concurrence on this revised SWFP. Due to the proposed changes being only a property boundary adjustment with no proposed expansion to the existing permitted active disposal area, Department staff made the finding/determination that a Categorical Exemption, 14 CCR, Section 15301 – Existing Facilities is adequate for the Department’s concurrence of this revised SWFP.
