Cal. Code Regs., tit. 14, sect. 15301 provides an exemption for projects consisting of the operation, repair, maintenance, leasing, licensing, or minor alteration of existing structure, facilities, mechanical equipment, or topographical features, which involve negligible or no expansion of use. The project will include trenching for utilities and conduit, paving, installation of solar panels, battery storage, and electric vehicle chargers. The project is expected to result in negligible or no expansion of capacity.
