Document Description
Notice of Exemption pursuant to CEQA Guidelines Section 15301, Class 1 (Existing Facilities) and Section 15303, Class 3 (New Construction or Conversion of Small Structures). The Harbor Recycled Water System is sourced by the Terminal Island Water Reclamation Plant (operated by Los Angeles Bureau of Sanitation), which provides advanced treated recycled water. This project will be incorporated into the Harbor Refineries Recycled Water System to increase the reliability of the system to maximize the demand LADWP can serve from the Terminal Island Water Reclamation Plant. The potable backup will be located at the intersection of Anaheim Street and Gaffey Street. The addition of a potable backup in the Harbor RW System is necessary to accommodate fluctuations in customer demand and recycled water supply. Without adequate storage or a backup supply source, the Harbor RW System cannot provide the necessary customer reliability. The potable backup connection will enhance system reliability, provide emergency back-up, and enable the Harbor RW System to expand to serve more customers. The scope of this project involves the construction of a 250 foot, 24-inch connection between a 36-inch steel pipe in LADWP’s 320-foot Service Zone and a 24-inch ductile iron pipe in the Harbor Recycled Water System. Installation will require boring in two locations, northwest of Gaffey Street. Additionally, two exploratory trenches are proposed. Details are provided on the attached map. The project will require a backflow prevention assembly and a pressure regulator station.
