Document Description
The purpose of this project is to retrofit an existing double effect evaporator, used to make tomato paste, and by adding an additional effect at the Recipient's tomato processing facility. This will entail the addition of a new evaporator vessel, pumps, modifications to existing structural platforms, vapor lines, condensate piping systems, and electrical and controls. This project will result in significant GHG emissions reductions by providing more evaporation capacity using the same amount of steam heating input, thereby making the process more efficient. The new high efficiency system will support sustainability goals, reduce operating costs, improve energy efficiency, and reduce GHG emissions.

Reasons for Exemption
14 C.C.R. §15301. Projects that involve the repair, maintenance or minor alteration of existing private structures, facilities and mechanical equipment involving negligible or no expansion of existing use are exempt from environmental review under CEQA. This project will involve minor alteration of existing facilities and mechanical equipment at an existing food processing facility in Dixon, CA. The project will retrofit inefficient equipment at existing food processing facility to reduce energy consumption and greenhouse gas emissions. Site preparation includes drilling and concrete work. An existing evaporator system will be retrofitted at the Recipient's tomato processing facility. These installations will be minor alterations of existing facilities and mechanical equipment with no expansion beyond the existing use of the food processing facility and will not have significant effect on the environment. The project falls under categorical exemption listed in 14 C.C.R. §15301.
