The Department of Food and Agriculture, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Cultivation License submitted on 02/05/2021 by Levon Aslian under SA HALT LLC. Levon Aslian applied for a Small Indoor license for up to 10,000 square feet of indoor cannabis cultivation in an industrial building using artificial lighting.

Reasons for Exemption
The Department of Food and Agriculture has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. This cultivation site in within an existing industrial building with other tenants and prior industrial operations. No expansion of the building footprint and paved area is required. Therefore, the permitting of this indoor cannabis cultivation project qualifies as an existing facility.
