Document Description
In response to combating the effects of COVID-19 and the growing effects of this historic public health crisis. The City of Chula Vista proposed to construct and operate the temporary Homeless Bridge Shelter located at 205 27th Street within the City of Chula Vista limit. This action is necessary to prevent or mitigate an emergency and is also necessary to address a sudden and unexpected occurrence involving a clear and imminent danger, demanding immediate action to prevent or mitigate the loss of, or damage to, life, health, property, or essential public services. The proposed project consists of the construction of interim housing (with accommodations for up to approximately 50 people) on a portion of a 2.55-acre city-owned, currently vacant site. Interim housing is a form of a homeless shelter that provides temporary housing for the homeless to bridge the gap between living on the street and more permanent forms of housing. The project comprises of a prefabricated building (60’x192.1’) providing accommodations for 50 beds.

The Conservancy finds that the proposed construction of the shelter is categorically exempt under 14 California Code of Regulations Section 15303, which exempts new construction of small structures and Section 15304, which exempts minor alterations to land. The potential community garden would also be categorically exempt under Section 15304 as a minor alteration of land in the form of new landscaping.
