Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement (1600-2020-0159-R5), pursuant to Fish and Game Code section 1602, to the project Applicant, Southern California Gas Company represented by Julio Gonzalez. Permittee plans to remove and abandon 2,000 linear feet of Line 80, an existing decommissioned natural gas line on Permittee’s property within Goleta Slough. Of the 2,000 linear feet, only 435 linear feet are subject to CDFW streambed regulation. Activities will take place in two segments along the 435 linear feet. Segment 1 will involve the removal of the above-ground pipeline and all appurtenances. It will also include the replacement of a creosotetreated pipe anchor involving drilling activities located within a tidally influenced area of Atascadero Creek. Segment 2 will involve abandoning-in-place the pipeline underneath Tecolotito Creek. The pipeline will be cut, filled with a slurry mix, and capped on both ends. All vegetation removed or damaged through project activities will be replaced following the restoration plan submitted with the Notification. Equipment proposed to complete the overall project includes pick-up truck, 3-axle lowbed tractor, air compressor, dump truck, backhoe-compaction, concrete equipment saw, light tower, 2-ton street sweeper, trailer-office, sideboom, backhoe-420, 2-ton flatbed (2-wheel drive), 3-axle water truck, arrowboard, excavator-cat 324 size, weld rigs, concrete mixer truck, mud pump, and trench traffic plates.
