The 2021-2029 Housing Element Update is the City's 8-year strategy and commitment for how it will meet the housing needs of everyone in the City. It will help address the housing crisis in Sacramento through a number of goals, policies, and programs that focus on expanding housing stock and housing choices for everyone in the City. The purpose of the Housing Element is to: identify the City's housing needs; state the community's goals and objectives related to housing production, rehabilitation, and conservation to meet the needs; and define the policies/programs to achieve goals and objectives. Govt. Code Section 65583 requires the City to adopt a Housing Element that addresses the needs of everyone in the community at all income levels.
