Reasons for Exemption
The project involves the splitting of a 27,849 s.f. property into two lots in the Blue Lake Downtown area and none of the exceptions in § 15315 apply. A 8,925 s.t. lot would be conveyed to the City for park development consistent with § 15316. Future development of the property would be consistent with plaza type uses and would be exempt per § 15303 and § 15332. The project is: 1) consistent the General Plan and Zoning; 2) would occur on a site less than 5 acres in City limits that is surrounded by urban uses: 3) the site does not contain habitat for special status species: 4) development of a small plaza would not result in significant impacts related to traffic. noise, air quality, or water quality, and 5) the site can be served by all utilities and services.
