Document Description
Notice of Exemption pursuant to CEQA Guidelines Section 15301, Class 1 and Section 15282(k). The Bee Canyon Sag Pipe, part of a critical water conveyance pipeline for the Los Angeles Aqueduct, has undergone fire damage and is in urgent need of re-coating and re-lining to repair and prevent corrosion. The project would consist of (1) vegetation, soil and debris clearance and removal surrounding the pipe up to 20 feet on either side from the centerline of the pipe, (2) re-coating the exterior of the pipe, and (3) re-lining the interior of the pipe.

Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Bee Canyon Sag Pipe is an existing utility pipeline constructed as part of the Los Angeles Aqueduct. The project consists of repairing and maintaining the existing pipeline (approximately 984 linear feet) without expanding the use or capacity of the pipe. Therefore, no further review under CEQA is necessary.

Statutory Exemption Section 15282(k) exempts pipeline projects consisting of the maintenance, repair, restoration, removal or demolition of an existing pipeline as set forth in PRC Section 21080.21, as long as the project does not exceed one mile in length. The Bee Canyon Sag Pipe is an existing utility pipeline constructed as part of the Los Angeles Aqueduct. The project consists of repairing and maintaining the existing pipeline (approximately 984 linear feet) without expanding the use or capacity of the pipe. Therefore, no further review under CEQA is necessary.
