Document Description
CVWD will rehabilitate 38 existing deteriorating sewer manholes within the cities of Rancho Mirage and Palm Desert, located in the County of Riverside. The purpose of the project is to rehabilitate and improve reliability of sanitation service.
Surrounding land uses consist of residential, commercial, recreational, and roadways. The project is not located within or adjacent to a conservation area associated with the Coachella Valley Multiple Species Habitat Conservation Plan. The entire project is located within developed urban areas and consists of pre-disturbed soils.

Reasons for Exemption
State CEQA Guidelines §15301 (Existing Facilities) allows for the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The project includes the rehabilitation of 38 existing sewer manholes, which does not pose the possibility of a significant effect on the environment. The replacement manholes would be located on the same site and have substantially the same use as the existing manholes.
State CEQA Guidelines §15032 (Replacement or Reconstruction) allows for projects consisting of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The replacement manholes would be located on the same site and have substantially the same purpose and capacity as the existing manholes.
