Document Description
This Notice of Exemption addresses a project that will improve the contractor staging area within Central San’s wastewater treatment plant in advance of several upcoming construction projects (see Attachment 1) . Project elements to be constructed include utility connections for construction trailers and contractor use; site grading, paving, and access improvements off Imhoff Drive; increased available space and laydown areas for equipment and material storage; and security and safety improvements. The project also includes include development of a recreational vehicle wastewater receiving station.

Reasons for Exemption
At its May 6, 2021 meeting, the Central San Board of Directors independently found this project is exempt from the California Environmental Quality Act (CEQA) under Section Staff has concluded that this Project is exempt under Central San CEQA Guidelines Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. This certainty is based on Central San’s past experience with construction projects of this nature, the relatively small areas involved, and the Central San’s mitigating construction specifications. These specifications are standardized general and special conditions that are made part of the project bid documents to address environmental considerations, such as protecting trees and riparian areas, as well as compliance with applicable federal, state, county, district, municipal and local laws, ordinances, orders, and regulations.
