The proposed use of the property for mini-storage purposes is a permitted use within the C-4 (existing) zone. The project is consistent with the requirements of the City of Tulare General Plan and Zoning Ordinance. No discretionary provision within the City's ordinance for the proposed use. Due to this reason the issuance of building permits for the project site is presumed to be ministerial.
