The project is the phased construction of a Sports Complex on 23 ac. The City has completed three previous phases. Phase 4 includes 2.33 ac of passive recreation iwth landscaping, a trail, permeable entry plaza, parking restrooms picnic area and a small "tot lot" area. See the IS/MND and addendum attached to this NOE.

Reasons for Exemption
A IS/MND was prepared in 2002, which was adopted by the City. An addendum was prepared in 2010 to reflect minor changes in configuration and allow for the park lo develop in phases. The proposed Project (phase 4) does not expand the original footprint, or propose new components not previously analyzed in the IS/MND and addendum lo the adopted IS/MND. No new or greater impacts are anticipate with this phase. See the attached adopted IS/MND and addendum.
