Document Description
Metro’s transition to Zero-Emission (ZE) technologies, particularly battery-electric buses (BEBs), will require modifications to existing operations and infrastructure. The proposed Project would include the decommissioning of CNG equipment, enhancements and expansions of electrical equipment, additional electrical capacity, and the installation of battery-electric buses (BEB) gantries, chargers, dispensers, and other components at Metro's Division 9 El Monte Bus Depot facility, which would allow allow it to function as an on-route charging station. The planned ZE bus infrastructure at the El Monte Bus Station would also include inverted pantograph charging that would support 223 buses. Additionally, upgrades would be made to the sub-transmission electrical lines and telecommunication conduits that serve the facility.

Reasons for Exemption
Under PRC Section 21080.25 (b)(6), projects that "construct or maintain infrastructure to charge or refuel zero-emission transit buses" that are carried out by a public agency on property owned by the transit agency are statutorily exempt from CEQA requirements. Furthermore, PRC Section 21080.25 (b)(7) exempts from CEQA, the maintenance , repair, relocation, replacement, or removal of any utility infrastructure associated with a project identified in paragraphs (b)(1) to (b)(6) under 21080.25. The proposed Project improvements, which would be carried out and/or funded by Metro on Metro property and which also includes associated utility infrastructure improvements are consistent with a project "to construct or maintain infrastructure to charge or refuel zero-emission buses" under PRC 21080.25 (b)(6) and the exempted utility improvements under (b)(7). Therefore, the proposed Project satisfies the requirements of PRC Section 21080.25 (b)(6) and i(b)(7) and is statutorily exempt from CEQA.
