Document Description
This project consists of replacing the existing Underground Storage Tank (UST) with a new Aboveground Storage Tank (AST) at Sister Elsie Pump Station. Construction activities include excavation and removal of the existing UST and associated piping/conduits, replacement of existing sound wall, backfill and construction of concrete pad for AST, installation of a day tank with return pump, installation of the AST, relocation of the fuel monitor, and installation of perimeter fence. The AST will be in the same location as the UST and will contain diesel no. 2 fuel oil to supply fuel to the existing engine. During the UST removal and AST installation, a temporary fuel tank will be used to supply fuel to the engine. An environmental contractor will be in charge of removing the UST and testing the soil. project is anticipated to be completed by December 2021.

Reasons for Exemption
In accordance with the California Environmental Quality Act, the replacement of an underground storage tank with an above-ground storage tank of the same size and capacity is categorically exempt pursuant to CEQA Guidelines Section 15302, Class 2. Exemptions under Section 15302, Class 2 consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The proposed replacement of an existing underground storage tank with a new above-ground storage tank meets the requirements of the exemption; therefore, no further CEQA review is required.
