The project qualifies as in-fill development because it consists of expand the existing personal storage facility by constructing five additional buildings totaling 35,377 square feet on a site within the C-3 (General Commercial) zone, which allows personal storage facility uses. In addition, the project occurs within the City limits on a site of less than five acres and is substantially surrounded by urban uses on all four sides.
